(AP) ? White House officials and congressional Republicans are reaching toward a potential end to their bitter debt limit showdown, raising hopes that a deal could be in place by Tuesday to avert a possible federal default.

After weeks of strident partisan conflict, the two sides were discussing an accord that would raise the government's borrowing authority in two steps by about $2.4 trillion and cut federal spending by slightly more, according to knowledgeable officials.

Congress would also have to vote on a constitutional amendment requiring a balanced federal budget, a top-flight GOP goal. Unlike a bill approved Friday by the Republican-run House, none of the debt limit increase would be tied to congressional approval of that amendment.

Details of a possible accord began emerging Saturday night after Senate Majority Leader Harry Reid, R-Nev., said on the Senate floor that the two sides were trying to nail down loose ends and complete an agreement.

"I'm glad to see this move toward cooperation and compromise, and hope it bears fruit," he said.

A Democratic official said that while bargainers were not on the cusp of a deal, one could gel quickly. A Republican said there was consensus on general concepts but cautioned there were no guarantees of a final handshake. Both spoke on condition of anonymity to reveal details of confidential talks.

Any pact would have to quickly pass both chambers of Congress after a rancorous period that has seen the two parties repeatedly belittle each other's efforts to end the standoff.

Even so, the deal under discussion offers wins for both sides. Republicans and their tea party supporters would get spending cuts at least as large as the amount the debt ceiling would grow and avoid any tax increases. For President Barack Obama and Democrats, there would be no renewed battle over extending the borrowing limit until after next year's elections.

Under the possible compromise, the debt limit would rise by an initial $1 trillion.

A second, $1.4 trillion increase would be tied to a specially created congressional committee that would have to suggest deficit cuts of a slightly larger amount. If that panel did not act ? or if Congress rejected their recommendations ? automatic spending cuts would be triggered that could affect Medicare and defense spending, two of the most politically sacrosanct programs.

Obama and Democrats have been insisting on a one-shot debt ceiling increase of around $2.4 trillion, enough to last until 2013. Bowing to GOP pressure, they eventually agreed to include an equal amount of spending cuts and dropped their earlier bid for tax increases.

In a bill the House approved Friday ? and the Senate rejected ? Republicans would initially extend federal borrowing authority by $900 billion, accompanied by $917 billion in spending cuts. They would tie a second $1.6 trillion debt limit boost to spending cuts of up to $1.8 trillion and approval of the balanced budget amendment.

The government has exhausted its $14.3 trillion borrowing limit and has paid its bills since May with money freed up by accounting maneuvers.

The Treasury Department has said it will run out of available cash on Tuesday. The administration has warned that an economy-shaking default would follow that could balloon interest rates and wound the world economy.

Part streaming music service, part peer-to-peer network, Grooveshark is one of the most unique music sites on the Web. Grooveshark lets its users upload MP3 files and stream them to others, engage in social networking, and receive music recommendations. It has big aspirations, but in the end it feels like a mish-mash of good ideas that have yet to gel.

Interface and Navigation
Grooveshark's interface, like Spotify's, resembles a music player?Windows Media Player, specifically. It features an interface with dark tinges, a main content area, a playback area, and a sidebar that lists your upload music, playlists, and stations. It isn't as attractive as Slacker (Free, 4.5 stars) or Spotify (Free, 4 stars)'s (in fact, it looks a hair amateurish), but it's easy to navigate. When you first visit Grooveshark, the service presents you a small diagram that points out the various area of note within the interface, such as the community icon that lets you see what other Grooveshark users are listening to. You can follow other users as you would on Twitter or other social networks, and even stream music from their uploaded music libraries.

Advertisements are sprinkled across the interface, but you can remove them by shelling out $6 per month for Grooveshark Plus, or $9 per month for Grooveshark Anywhere, which not only strips out ads, but also lets you play back tunes on Android, BlackBerry, Nokia, WebOS, and jailbroken iPhones (due to a dispute with Universal, the app was yanked from the iTunes App Store). Both subscriptions give users exclusive access to the Adobe Air-powered Grooveshark desktop application, Video Mode (which lets you watch YouTube videos for songs in your queue), Visualizers (a visual experience powered by your music), Power Hour Mode (which automatically skips from song to song very 60 seconds), crossfade between songs, share songs via social networks, and premium skins (there are also free ones that you can use).

The Grooveshark Experience
Logging into Grooveshark either with a Grooveshark, Facebook, or Gmail account is a good way to begin the Grooveshark experience as that lets you favorite songs for playback at a later time playlists. The biggest benefit is that you can upload music from your hard drive to the cloud, so you can stream your favorite audio tracks from any Web-connected computer. Uploading tracks to Grooveshark was far more limited than I had anticipated. It didn't automatically upload my audio files (which Spotify did with aplomb), and I couldn't upload any iTunes (Free, 4 stars) tracks?a potentially large downer for those with large libraries purchased from Apple's music store. Amazon MP3 purchased tunes, however, went into the cloud without a hitch. The uploaded tunes lived in the "My Music" section along with songs I'd flagged as favorites.

Naturally, you can search for songs, musicians, or album by keying a query into the search field. Results are returned on the fly as you type, so I only had to key in "The Dir" to see a listing for one of my favorite live acts, The Dirtbombs. Selecting the band sent me to a page that featured dozens of the band's songs pulled from several albums. Unfortunately, due to Grooveshark's peer-to-peer nature, duplicate song entries appear in the search results?a problem Slacker, Spotify, and other services do not suffer. Highlighting a track revealed additional options to Favorite it, add it to a playlist, purchase it from either Amazon MP3 or iTunes, and open a page that lets you buy band-related t-shirts and other merchandise.

To the right of the song title is a button that, when clicked, lets you add a song to the "Now Playing" strip at interface's bottom. Mousing over a song gives you the same aforementioned options, plus the ability to either play or delete the track. Clicking a track opened a dedicated page for that particular song that listed all the people who fanned it on Facebook or left comments.

But that's ancillary to Grooveshark's more tantalizing features. Unlike the Editors' Choice award-winning Slacker, Grooveshark lets you rewind tracks?Slacker lets you either completely skip to the next song or reserve to the previously song. This is huge plus for guys like me who like to analyze guitar riffs and breakbeats by playing them over and over again. You also have the option to loop an individual song, or the entire lineup in the Now Playing section?very nice.

Audio Quality and Music Recommendations
Grooveshark's audio is on a par with Slacker's, as it features crisp, hiccup-free audio with a solid bottom end on both the desktop and mobile app. Grooveshark contains a very solid recommendation based on the songs in your playlists. Unlike Slacker, Grooveshark's music analyzer is turned off by default, and it's not easily spotted. It's unintuitively named "Radio" and is found in the far-right portion of the Now Playing strip. The implementation isn't as seamless as Slacker's, but it did serve up songs by The Gories when I loaded my The Dirtbombs playlist (rocker Mick Collins fronted both bands), so I was happy. As with other recommendation-based streaming music sites, you can vote songs up or down to customize the experience, but the service lacks lyrics.

Should You Tune Into Grooveshark?
Grooveshark does a lot right in terms of social networking, audio quality, and song rewinding, but sprinkles those positives with an equal amount of quibbles that tarnish the experience. Slacker still reigns as our Editors' Choice stream music service pick for its slick interface, lyrics implementation, and non-brainer music-discovery features, but Grooveshark is a solid streaming music service that those looking for a different music listening experience.

I wouldn?t be able to say I thought much of the ?What-does-your-cupcake-say-about-you?? challenge that opened last night?s Food Network Star. ?Generally, if a cupcake is saying anything more than, ?Hey Gary? I bet you can?t stuff this whole me in your mouth at one time!? I?ll generally pass on it altogether.

Thank God for Guest Judge Ina Garten.

I admire Ina. ?On The Barefoot Contessa, she?s always so tranquil? so calmly in command, no matter what may come her way. ?It could be a last-minute birthday party for seventeen, an impromptu brunch along The Seine, or a flash flood that ravages her entire dill weed garden.

It doesn?t matter.

Ina would simply tuck her head to the side, give a warm, comforting giggle, and suddenly everything would be wonderful again.

Ina?s astonishing equanimity is such a God-given talent that I?d love her to branch out from cooking and show people how to remain calm in other situations where it really matters. Say, for example, prison.

I?m sure there?d be a huge interest in a show where instead of decorating pear tarts and planning baby showers, Ina enters a maximum security detention facility and demonstrates how she can make the best of it while collecting all kinds of new friends. ?Today, I?ll be teaching a little stool pigeon what?s good for her using this attractive oyster fork! ?It?s a great way to let them know you?re thinking about them, plus it?s so much fun. ?Be sure your pigeon is sound asleep before you shank her, or her blood will splatter everywhere? and that?s a mess no one will want to clean.?

Of all the personalities on Food Network, Ina is the one I?d most like to be trapped with in an elevator.? Not only would she remain totally serene, she almost certainly would have a large picnic basket with her, filled with all kinds of rustic breads and iconic cheeses.? We could pick out a little cozy spot in the corner and have a nice lunch and learn more about one another. ?She could teach me how to make the perfect coffee cake.? I could tell her how one time I met The Harlem Globetrotters, including the bald one!

Impasse over US debt limit sends stocks lower (AP)

NEW YORK ? The debt showdown in Washington is rattling the stock market again.

Stocks fell Monday after Republican and Democratic leaders offered competing proposals to avoid a catastrophic default on the U.S. government's debt.

Lawmakers hoped to reach a compromise on raising the country's borrowing limit late Sunday, but those talks stalled. President Barack Obama wants to raise revenues by letting tax cuts for wealthy Americans expire. Republicans have pushed for more spending cuts and have rejected higher taxes.

If an agreement is not reached by Aug. 2, the U.S. won't have enough cash to pay all its bills. That could have a huge impact on financial markets. The U.S. would likely lose its coveted triple-A credit rating. Interest rates would rise for millions of consumers. And stocks could fall the way they did during the 2008 financial crisis, analysts say.

Most traders expect the White House and Capitol Hill to come up with a last-minute deal. Yet there are still uncertainties about higher taxes or changes to government spending that could affect corporate profits. Investors also worry that the government may only come up with a short-term fix that could still trigger a credit rating downgrade.

"We're thinking this is going to be resolved," said Rob Lutts, president and chief investment officer of Cabot Money Management. "The question: Is it resolved from a standpoint of a long-term solution or a stop-gap measure?"

The Dow Jones industrial average fell 88.36 points, or 0.7 percent, to close at 12,592.80. The Dow had been down as many as 145 points earlier.

The Standard & Poor's 500 index fell 7.59, or 0.6 percent, to 1,337.43. The Nasdaq composite index fell 16.03, or 0.6 percent, to 2,842.80.

Stock trading has varied widely in July because of concerns over debt problems in the U.S. and Europe. Prior to Monday, the Dow had alternated between gains and losses over the previous nine days. The VIX, a measure of volatility in U.S. stock prices, has risen 16 percent in July.

Many investors are reluctant to buy stocks because of concerns over the budget impasse in Washington. Trading volume, or the number of shares bought and sold on a given day, has fallen 22 percent in July on the New York Stock Exchange compared with the same month a year ago, according to FactSet. If that continues, July will have the lowest average daily volume since December 2007.

Some investors have turned to gold and other precious metals as a place to park money while the U.S. and European debt problems get sorted out. Gold rose $10.70 to $1,612.20 an ounce Monday, while silver rose 24 cents to $40.36 an ounce. Gold has risen 14 percent this year, while silver is up 31 percent.

Even as debt troubles continue in the U.S. and Europe, U.S. companies have been reporting higher profits. David Kelly, chief market strategist at J.P. Morgan Funds, wrote in a note to clients that the per-share earnings of companies in the S&P 500 index are expected to rise to a record in the second quarter. If that happens, it would surpass the previous record set in the second quarter of 2007.

"Corporate America has done very well," said Randy Bateman, chief investment officer at Huntington Asset Advisors. "People are looking at these earnings as good indications that there's value in stocks."

Apple Inc. briefly rose to $400 Monday, about a week after the company reported record earnings and revenue on the popularity of its iPhone and iPad. It closed up about 1 percent at $398.50.

After the market closed, Netflix Inc.'s stock fell 8 percent as the DVD rental company issued a third-quarter revenue forecast that was below analysts' estimates. Netflix is bracing for its subscriber growth to slow after it raised prices by as much as 60 percent earlier this month.

E-Trade Financial Corp. rose 6 percent, the most of any company in the S&P 500, after The Wall Street Journal reported that larger rival TD Ameritrade is considering a bid for the company. E-Trade's largest shareholder also called on E-Trade to hold a special meeting to consider selling the company.

Lorillard Inc. fell 4 percent. The maker of Newport cigarettes cautioned that it may not be able to sustain its strong earnings growth in the second half of the year.

Tenet Healthcare Corp. fell 4 percent after earnings at its competitor, the hospital chain HCA Inc., were far weaker than analysts expected as patients had fewer costly surgical procedures. HCA fell 19 percent.

Kimberly-Clark fell 2 percent after the maker of Kleenex tissues and Huggies diapers said its profit fell 18 percent because of higher prices for raw materials and a higher tax rate.

BlackBerry maker Research In Motion Ltd. fell 4 percent after the company said it would eliminate 2,000 jobs, or about 10 percent of its work force. The company has had several product delays and is facing tough competition from Apple's Inc.'s iPhone and smartphones that used Google Inc.'s Android operating system.

About four stocks fell for every one that rose on the New York Stock Exchange. Volume was relatively light at 3.3 billion shares.

Because our portfolios will generate fees for Wall Street and our mortgage guarantees decades of cash flow to Wall Street and the financial sector. We are their money makers.

So, does this mean you shouldn?t buy stocks, have a mortgage and do anything that Wall Street suggests?? No, but it means you should understand their point of view and how you result in making them money.? Then, make your decisions with that in mind.

Only you care about your money. You need to get up to speed enough on investing and other areas of finance to make your own, objective decisions and filter out the nonsensical axioms of American finance. [which] arose to combat a Vitamin K deficiency, since Algerian mice typically only consume seeds.

The poison in question, warfarin, disables a protein responsible for vitamin-K production called "vkorc1." This thins an exposed mouse's blood, and ultimately leads to death. But the genetic mutation, which European mice inherited from their Algerian mates, renders "vkorc1" resistant to the effects of warfarin.

While this sort of interbreeding -- between different species of closely related animals -- can bequeath certain benefits, it often leaves the progeny sterile. (Mules, a mix of horse and donkey, are a famous example of this biological Catch-22.) Bosch boosts solar power investment (AFP)

FRANKFURT (AFP) ? The German industrial group Bosch, widely known for electric appliances, power tools and auto parts, is investing more and more in photovoltaic systems.

Bosch said on Friday that it had inaugurated a plant in Arnstadt, central Germany that took two years to build at a cost of 530 million euros ($760 million).

Some 1,000 jobs are expected to be created at the site by 2012, a statement said.

The new facility will comprise research and development activities, solar cell production and the manufacturing of installation equipment destined for European markets.

A training centre is also to be set up there.

Bosch has also plans to build a solar panel factory in Malaysia at a cost of 520 million euros that will employ 2,000 people, in addition to a site in Venissieux, central France that is to begin operations in early 2012.

This year, the group's Solar Energy division should post sales of more than one billion euros for the first time, it said.

That remains modest however with respect to the group's overall activities, which employ 285,000 people worldwide and posted 2010 sales of 47.3 billion euros.

AP Exclusive: Iran prez said pushing for nukes (AP)

VIENNA ? Iran's president wants to shed the nation's secrecy and forge ahead openly with developing nuclear weapons but is opposed by the clerical leadership, which is worried about international reaction to such a move, says an intelligence assessment shared with The Associated Press.

That view, from a nation with traditionally reliable intelligence from the region, cannot be confirmed and contrasts with assessments by other countries that view Iranian President Mahmoud Ahmadinejad as relatively moderate on the nuclear issue compared to the country's Supreme Leader Ayatollah Ali Khamenei.

Attempts to interpret Iran's goals are important because as it expands uranium enrichment, it is moving closer to being able to make a nuclear weapon by the day, even as it asserts that it is not interested in such arms and its programs are geared only to making reactor fuel.

A U.S. official cited one assessment he has seen suggesting Ahmadinejad may be more "moderate" ? more open to talks with the international community on resolving nuclear concerns than Khamenei. He asked for anonymity because his information was privileged.

But a blunt comment by Ahmadinejad last month raises questions. While repeating that Iran does not want nuclear arms, he openly reinforced its ability to make them, telling Iranian state TV that "if we want to make a bomb, we are not afraid of anybody."

That defiant statement fits the scenario laid down by the intelligence assessment shared with the AP, depicting Ahmadinejad as wanting to move publicly to develop a nuclear program.

Ahmadinejad is pushing "to shake free of the restraints Iran has imposed upon itself, and openly push forward to create a nuclear bomb," says the assessment shared with the AP. But Khamenei, whose word is final on nuclear and other issues, "wants to progress using secret channels, due to concern about a severe response from the West," says the report.

The varying views reflect the difficulties that intelligence agencies face when probing a secretive nation that plays its cards close to its chest. Lines of division are murky. Alliances shift and positions change, leaving governments and private analysts frustrated as they try to nail down Tehran's nuclear end game.

They converge, however in noting that recent political divisions between Ahmadinejad and Khamenei have spilled over to encompass Iran's nuclear activities to a greater degree than before.

While much about Iran's nuclear program is opaque, the growing capacity ? if not the intention ? to make weapons is on the record, captured in International Atomic Energy Agency reports documenting the expansion of Iran's enrichment program from its clandestine beginnings more than a decade ago to one that has produced enough material for more than two nuclear bombs.

More recently Iran has begun enriching to higher levels that would lessen the time needed to make weapons-grade material. And its stonewalling of an IAEA probe based on U.S. and other intelligence of secret work on components of a nuclear weapons program is adding to concerns raised by Tehran's refusal to freeze enrichment despite U.N. sanctions.

Intelligence reports of tensions between Ahmadinejad and the ruling clerics are in line with other signs showing Ahmadinejad at odds with Khamenei with less than two-years to go into his presidency.

In recent months, Ahmadinejad apparently fired ? and was forced by Khamenei to reinstate ? his interior minister in what some analysts see as a rebuffed attempt by the president to eliminate rivals to candidates he would like to see in positions of power, once his second and last term ends in 2013. That prompted an outburst of public criticism and led rivals in parliament to start proceedings that could in the most extreme case lead to impeachment.

Reports of disagreement on nuclear issues predate that dispute, but some officials from member nations of the Vienna-based IAEA see tensions over the future of the nuclear program sharpening.

Proliferation expert David Albright of the Institute for Science and International Security says his briefings from European government officials who have seen the latest U.S. intelligence assessment on the Islamic Republic seem to support the assessment shared with the AP that Khamenei is worried about how the world would react to a nuclear-armed Iran.

"There is a lot of caution in the regime about the implication of building nuclear weapons," says Albright. Asked whether Ahmadinejad or Khamenei have been the most circumspect, he says "the implication is that it was the Supreme Leader."

The leadership is "worried about starting a nuclear weapons race and worried about the international impact," said Albright, naming reactions from regional powers Saudi Arabia, Egypt and Turkey as that of greatest concern to Tehran. Both Egypt and the Saudis have indicated that they would contemplate acquiring nuclear weapons if Iran had them.

One theory voiced by government officials and private analysts is that Iran might be looking to reach the level just short of making nuclear weapons ? but able to do so quickly if it feels threatened. That would fit in with Khamenei's reported cautious stance.

In any case, Ahmadinejad seems to be further weakened by the dispute. That leaves the Revolutionary Guard ? the military-industrial powerhouse that is increasingly asserting itself in most aspects of Iran's society ? as a beneficiary says the intelligence assessment.

"Khamenei has decided to transfer engagement with the most sensitive parts of the nuclear program, including activity that can be used for nuclear weapons, from ... the group of scientists at the Defense Ministry, who are identified with Ahmadinejad, to a special body in the Iranian Revolutionary Guard Corp.," it says. "This, due to the increasing lack of trust the Leader has in people in sensitive positions, who are identified with the President."

The summary interprets the apparent decision to give the guard greater say over nuclear issues as a boost to its quest "to establish its status as a leading power force in the regime."
